President William Ruto has reshuffled leadership in two government bodies after making new appointments to the Advisory Committee on Military Veterans and the National Board for Social Protection.
In a gazette notice issued on Friday, August 28, Ruto appointed retired Major General William Karisa Shume as the Non-Executive Chairperson of the Advisory Committee on Military Veterans.
Shume will serve a four-year term beginning August 28, 2026, taking over from retired Major General Lucas Kyonze Tumbo, whose tenure has ended.
The appointment places Shume at the helm of the committee responsible for guiding discussions and deliberations on matters affecting military veterans and their dependants.
Among his responsibilities will be overseeing committee meetings, guiding the formulation and vetting of recommendations before they are forwarded to the Ministry of Defence and the Defence Council, and advising the Defence Council and Defence Cabinet Secretary on policies concerning military veterans.
In a separate appointment, President Ruto named Cecilia Mbaka as the Non-Executive Chairperson of the National Board for Social Protection.
Mbaka’s three-year term also takes effect from August 28, 2026, and is expected to run until August 2029.
At the end of the three-year period, the President may either extend her tenure for another three years or make a fresh appointment.
The appointments come as the government changes leadership in key institutions dealing with military veterans and social protection matters.
