“Upon my appointment to this Ministry, H.E. the President instructed me to listen to the concerns of Wananchi, and those serving them at the community level across the country. The assignment also entailed ensuring that the officers understand government programmes so that they are able to disseminate them effectively.
After touring all the 47 counties from April to October 2025, today we were honoured to have the President unveil the Jukwaa la Usalama report that captures the security challenges prevailing in the country, the state of service delivery and the welfare problems that our officers face.
The President also honoured our request to have all the Chiefs and Assistant Chiefs in the country present during the ceremony, a historic first in our nation.
Following the report, the President has today issued the following Directives:
- The revamping of the Anti-Narcotics Unit to curb the growing prevalence of drug abuse. This will involve increasing the number of officers from 160 to 500 and establishing 34 offices across the country. The President will also convene a meeting with Governors to streamline the licensing of liquor outlets. Further, every county will also be required to have at least one rehabilitation centre.
- The digitalisation of operations and human resources management of the police, NPRs and NGAOs in respect of promotions, training and transfers. Every chief will also be issued a tablet in the next six months for filing reports.
- Construction of 900 police stations in the next two years through a collaborative effort of the Ministry of Interior, N-GCDF and the Affordable Housing Programme.
- Operationalisation of twenty-four Sub-Counties, 88 Divisions, 318 Locations and 675 Sub-Locations in the next one year.
- Construction of 17,500 housing units for the police and prison warders in the next 1 year.
- Effective June 1st 2026, promote by one rank all the Chiefs and Assistant Chiefs who were trained this year.
- All police officers in the rank of Constable who are aged 50 years and above to be promoted. The IG will also issue promotion guidelines for other ranks in due course.
No officer will also be transferred within one year of a previous transfer without considering their social situation.
Equally, no officer will serve in an operational area for more than 3 years. Officers who are aged 50 years and above to be transferred closer to home.
- To improve mobility, the government will procure 3,000 motor vehicles with more emphasis on electric vehicles to address inadequate fuel allocation and aid environmental protection.
- To increase the number of civil registration centres from the current 174 to 400 in the next six months. By so doing, every Sub-County will have at least one registry.
- To improve correctional and rehabilitation services, the Ministry will develop a Correctional Services Bill and Probation Services Bill in the next four months. All inmates will also be registered in SHA.
- The Village Administrative Elders will be formally recognised and given a stipend of Ksh 3,000 per month effective 1st June 2026.
- The National Government Administration Police Unit (NGAPU) will be operationalised by staffing it with 1,860 officers at the start and increased progressively.
- AIEs for Chiefs and Assistant Chiefs will be increased by Ksh 15,000 every quarter. Communication on the increase for other cadres will be announced following consultations with the Treasury.
