Health Cabinet Secretary Aden Duale has entrusted Dr. Mercy Mwangangi with steering Kenya’s bold new healthcare transformation, appointing her as the Chief Executive Officer of the Social Health Authority (SHA).
Dr. Mwangangi, a seasoned public health expert and former Chief Administrative Secretary, will now be at the helm of an institution central to implementing the government’s ambitious health financing reforms, including the rollout of the Universal Health Coverage (UHC) plan under the new Social Health Insurance Fund.

Her appointment, announced by the Ministry of Health on Friday, marks a pivotal moment as the country seeks to shift from out-of-pocket payments to a more inclusive, equitable health system. Mwangangi brings over 15 years of experience in both policy formulation and healthcare delivery, having previously played a key role during the COVID-19 pandemic response.
