Government Rolls Out Tough New Rules for Boda Boda Sector

The government has unveiled sweeping reforms targeting Kenya’s boda boda sector, introducing fresh registration requirements and accountability measures in a bid to restore order and curb rising cases of lawlessness.

Under the new directives, every rider will be re-registered and assigned a specific operating zone. They will also be required to wear uniforms that reflect their designated sub-county, making them easily identifiable.

Each boda boda stage must now elect a chairman, who will be held personally accountable if riders under their stage are linked to crime or disruptive incidents. “Chairmen will face arrest if they cannot identify offenders operating under their stage,” warned Kevin Mubadi, President of the Boda Boda Safety Association of Kenya.

The crackdown follows a spate of violent incidents, including cases where riders torched vehicles after road accidents and engaged in mob justice. Authorities say the reforms are designed to end impunity in the sector.

“All riders must belong to a registered group and stage. Registration begins immediately after mapping of stages across the country. Those who fail to comply will be forced out of the sector,” Mubadi announced.

Nairobi Regional Police Commander George Seda underscored the need for individual accountability: “How do you burn someone’s vehicle because one rider was hit? The law applies to individuals, not groups.”

Assistant Inspector General Fredrick Ochieng explained that the new registration will include a unique number linked to the rider’s county, sub-county, and stage, in addition to the NTSA plate. “If a motorbike commits an offence in Mombasa, we can trace it back to its exact stage in Nairobi,” he said.

To qualify for registration, riders must present a valid boda boda license, certificate of good conduct, insurance, and two helmets.

With these measures, the government hopes to rein in the sector long plagued by indiscipline, while enhancing safety for both riders and passengers.
