IG Kanja Faces Public Accounts Committee Over Police Payroll Audit Dispute

Inspector General of Police Douglas Kanja appeared before the Public Accounts Committee (PAC) on Tuesday, following a summons issued last week, to account for the National Police Service’s refusal to grant access to its payroll system.

At the heart of the session is the ongoing standoff between the National Police Service (NPS) and the National Police Service Commission, which has reportedly been blocked from auditing the NPS payroll a move that has raised concerns over transparency and financial oversight.

The Public Accounts Committee, operating under Standing Order 205 of the National Assembly, plays a key oversight role by scrutinizing how public funds are spent. It is tasked with reviewing government expenditure, ensuring that allocated funds are used as approved by Parliament, and holding public officials accountable for financial management.

IG Kanja is expected to justify the service’s actions and provide clarity on why the Commission’s audit access was restricted, amid broader questions surrounding fiscal governance within security institutions.

The session signals growing parliamentary scrutiny over the internal financial operations of the police service, especially in light of recent calls for greater accountability across government agencies.
