National Assembly Moves to Cement CDF, NGAAF in Constitution

The National Assembly has taken a major step toward amending the Constitution to formally entrench three key public funds sparking a new wave of citizen engagement across the country.

In a move that could redefine how public resources are allocated and protected by law, Parliament is pushing to anchor the National Government Constituencies Development Fund (NG-CDF), the Senate Oversight Fund, and the National Government Affirmative Action Fund (NGAAF) in the Constitution. This comes after prolonged legal and political wrangles over the legality and structure of these funds.

The proposed constitutional changes, sponsored by Ainabkoi MP Samuel Chepkong’a and Rarieda MP Otiende Amollo, are contained in the Constitution of Kenya (Amendment) Bill, National Assembly Bill No. 4 of 2025.

To pave the way for inclusive lawmaking, the National Assembly has invited Kenyans to weigh in on the proposals through a nationwide public participation process. A notice published by Clerk of the National Assembly Samuel Njoroge on Monday outlined that public forums will be held from May 5 to 7 in all 290 constituencies.

The input gathered during this process is expected to shape the final direction of the Bill and determine whether the funds long considered vital for grassroots development, legislative oversight, and gender-focused programs should be given constitutional protection.

For many Kenyans, the upcoming public forums represent more than just civic duty they offer a rare opportunity to influence how billions of shillings in public money are structured, allocated, and safeguarded.
