In a significant cabinet reshuffle on March 26, 2025, President William Ruto dismissed Public Service Cabinet Secretary Justin Muturi and nominated Mbeere North Member of Parliament Geoffrey Kiringa Ruku as his replacement.

The announcement was made through a statement issued by Chief of Staff Felix Koskei, detailing further changes within the Cabinet. The statement highlighted that Ruku’s nomination is pending parliamentary approval.

Justin Muturi, who had been serving as the Public Service Cabinet Secretary since September 2024, was relieved of his duties following recent critiques from President Ruto regarding his performance. Specifically, the President had labeled Muturi as “fairly incompetent” in handling legal matters related to the Waqf, an endowment made by Muslims for religious, educational, or charitable causes.

Geoffrey Kiringa Ruku, the nominee for the Public Service docket, is the current Member of Parliament for Mbeere North. His appointment is seen as part of President Ruto’s broader strategy to rejuvenate his administration by bringing in new faces and perspectives.

In addition to Ruku’s nomination, President Ruto also nominated Hannah Wendot Cheptumo as the Cabinet Secretary for Gender, Culture, Arts, and Heritage. These changes underscore the President’s commitment to restructuring his Cabinet to better align with his administration’s goals and address the nation’s pressing challenges.

The proposed nominations will now be forwarded to Parliament for vetting and approval, a process that will determine the final composition of the Cabinet following these significant changes.
