President William Ruto has implemented a significant reorganization within the Kenyan government, introducing six new roles and nominating 14 new Principal Secretaries, including individuals aligned with former Prime Minister Raila Odinga.

Key Promotions and Appointments

Amos Gathecha: Elevated from Principal Secretary for Public Service to Deputy Head of Public Service within the Executive Office of the President.

Prof. Edward Kisiang’ani: Transitioned from the ICT Ministry to serve as Senior Advisor and Member of the President’s Council of Economic Advisors.

New Principal Secretary Nominations

The President has nominated the following individuals for Principal Secretary positions:

1. Dr. Jane Kare Imbunya: State Department for Public Service & Human Capital Development (Ministry of Public Service).

2. Ms. Regina Akoth Ombam: State Department for Trade (Ministry of Investments, Trade & Industry).

3. Mr. Cyrell Wagunda Odede: State Department for Public Investments & Assets Management (National Treasury & Economic Planning).

4. Dr. Caroline Wanjiru Karugu: State Department for East African Community Affairs (Ministry of EAC & Regional Development).

5. Dr. Fredrick Ouma Oluga: State Department for Medical Services (Ministry of Health).

6. Mr. Ahmed Abdisalan Ibrahim: State Department for National Government Coordination (Office of the Prime Cabinet Secretary).

7. Ms. Judith Nyair Pareno: Justice, Human Rights & Constitutional Affairs (Office of the Attorney General).

8. Dr. Bonface Makokha: State Department for Economic Planning (National Treasury & Economic Planning).

9. Prof. Abdulrazak Shaukat: State Department for Science, Research & Innovation (Ministry of Education).

10. Mr. Stephen Isaboke: State Department for Broadcasting & Telecommunications (Ministry of ICT & Digital Economy).

11. Mr. Michael Lenasalon: State Department for Devolution (Office of the Deputy President).

12. Mr. Fikirini Katoi Kahindi Jacobs: State Department for Youth Affairs (Ministry of Youth Affairs & Sports).

13. CPA Carren Ageng’o Achieng: State Department for Children Welfare Services (Ministry of Labour & Social Protection).

14. Mr. Aden Abdi Millah: State Department for Shipping & Maritime Affairs (Ministry of Mining, Blue Economy & Maritime Affairs).

Reassignments of Principal Secretaries

In addition to new nominations, several Principal Secretaries have been reassigned:

Prof. Julius Bitok: Moved from the State Department for Immigration to the State Department for Basic Education.

Dr. Belio Kipsang: Transitioned from the State Department for Basic Education to the State Department for Immigration & Citizen Services.

Ms. Teresiah Mbaika: Reassigned to the State Department for Aviation & Aerospace Development.

Mr. Ismael Madey: Moved to the State Department for Special Programmes.

Mr. Harry Kimtai: Reassigned from the State Department for Medical Services to the State Department for Mining.

Mr. Elijah Mwangi: Transitioned to the State Department for Sports.

New Appointments in Foreign Service

The President has also nominated individuals for key foreign service positions:

Susan Nakhumicha Wafula: Appointed as Permanent Representative to UN-Habitat, Nairobi.

Mr. James Buyekane Muhati: Nominated as Consul-General in Guangzhou, China.

Mr. Abdi Dubat Fidhow: Appointed as Consul-General in Arusha, Tanzania.

Eng. Peter Tum: Nominated as Ambassador to Kinshasa, DRC.

Mr. Alfred Ombudo K’Ombundo: Appointed as Deputy Head of Mission in Brussels, Belgium.

Mr. Geoffrey Eyanane Kaituko: Nominated as Deputy Head of Mission in Rome, Italy.These strategic changes are aimed at enhancing governance efficiency and aligning with the administration’s Bottom-Up Economic Transformation Agenda (BETA).

The reorganization seeks to harness emerging economic opportunities and address pressing social challenges affecting Kenya’s development.

The National Assembly will now review the new Principal Secretary nominations and foreign service postings for consideration and approval, as mandated by the constitution.
