Super Metro Sacco has been given the green light to resume operations after the Transport Licensing Appeal Board temporarily lifted the suspension imposed by the National Transport and Safety Authority (NTSA).
In an order issued on Monday, March 24, 2025, the board ruled in favor of Super Metro, allowing the transport company to operate while addressing compliance issues raised by NTSA.
“An interim order is hereby issued staying the execution/enforcement/operation of the decision of the respondents dated March 18, 2025, suspending the operation of the appellant herein, Super Metro Sacco Limited, as a PSV operator,” read the order signed by board chairman Adrian Kamotho.
The ruling also directed that the order be served to the Inspector General of Police immediately to ensure enforcement.
NTSA’s Initial Suspension
Super Metro’s operations were suspended on March 20, 2025, with NTSA citing safety concerns and non-compliance with Public Service Vehicle (PSV) regulations.
In a statement, NTSA stated that the suspension was meant to ensure the company adhered to road safety measures before being allowed to operate again.
“This is to notify the public that the Authority has suspended Super Metro Limited’s operator license until the company fully complies with the Public Service Vehicles Regulations, 2014, and other set conditions,” read NTSA’s statement.
The transport regulator alleged that Super Metro had various violations, including expired inspection certificates, road service licenses, and speed limiter certificates. Additionally, some of the company’s drivers reportedly lacked the required qualifications, while others had been flagged for speed violations.
Compliance Requirements for Super Metro
To regain its operating license, NTSA required Super Metro to meet several conditions, including:
- Presenting 294 vehicles with violations for compliance checks at the Likoni Motor Vehicle Inspection Centre.
- Ensuring 42 drivers out of the 109 flagged for speed violations undergo retesting at the Likoni Driver Test Centre.
- Addressing compliance concerns regarding speed limiter records and vendor details.
- Ensuring that all flagged drivers meet the required qualifications.
According to NTSA, 64 Super Metro drivers failed a retest on March 10, 2025, leading to the suspension of their driving licenses.
Following the court’s directive, Super Metro promptly presented its fleet for inspection at the Likoni Road motor vehicle inspection centre in Nairobi’s Industrial Area on Saturday morning.
Next Steps
With the suspension lifted, Super Metro has resumed full operations while ensuring compliance with NTSA regulations. The company has pledged to adhere to all road safety and transport guidelines to prevent further interruptions in its services.
Passengers can now board Super Metro matatus as usual, as the company works towards full regulatory compliance. The outcome of the next phase of the case will determine whether NTSA imposes additional requirements or lifts all restrictions permanently.
