Treasury PS Kiptoo Reshuffles 27 Procurement Officers Amid e-GP Transition Challenges

Treasury Principal Secretary (PS) Chris Kiptoo has transferred 27 procurement officers across various ministries and state departments, directing them to report to their new stations by September 30.

In a circular dated September 26, Dr. Kiptoo said the changes were aimed at rationalising supply chain functions and filling staffing gaps following requests from different departments.

“In order to rationalise human resources and address staffing gaps in the Supply Chain Management functions, the following deployment and transfers have been effected,” the circular, signed on his behalf by Cyrell Odede Wagunda, read.

Among those affected is Kennedy Kinoti Marangu, Assistant Director of Supply Chain Management in the State Department of Environment and Climate Change, who moves to the State Department for Medical Services (NSDCC).

Others include:

  • Frank Boiwo Kiptoo, Principal Supply Chain Management Officer in the State Department for Shipping and Maritime Affairs, transferred to Cabinet Affairs.
  • Monica Chepkemoi, Principal Supply Chain Management Officer in the National Police Service, moved to Medical Services at Afya House (NSDCC).
  • John Otieno Oraya, Senior Supply Chain Management Assistant in the State Department for ASALS and Regional Development, redeployed to the National Treasury.
  • Patrick Munene, Senior Supply Chain Management Officer in the State Department of Industry, transferred to the Youth Affairs and Creative Economy docket.
  • Margaret Magiri Kabugua and Kasamu Nicodemus Matei, both Senior Supply Chain Management Officers, now posted to Cabinet Affairs.
  • Leonard Micheni Boore, switched from Medical Services to the Public Health and Standards Department under the Ministry of Health.
  • Mary Kerubo Obae, moved from Afya House’s Medical Services Department to Jogoo House’s Basic Education Department.
  • Mohamed Rahma Abdul, reassigned from Basic Education to the Youth Affairs and Creative Economy Department.

The directive instructed ministries to ensure proper handover before the officers take up their new roles.

The shake-up comes as government procurement processes face delays amid the rollout of the Electronic Government Procurement (e-GP) system, a digital platform intended to replace manual tendering.

Several agencies are reportedly struggling to acquire goods and services, with some procurement officers citing inadequate training and capacity to fully operate the new system. The first quarter of the 2025/26 financial year closes this week without significant progress in procurement.

Despite these challenges, Treasury Cabinet Secretary John Mbadi has maintained that there will be no reversal of the presidential directive, insisting the e-GP system backed by the World Bank is central to curbing graft and improving efficiency.
