KICD Seeks Fresh Student Data to Fix Textbook Distribution Gaps

The Kenya Institute of Curriculum Development (KICD) has directed all public senior school principals to submit updated Grade 10 enrolment data as the government prepares for a second phase of textbook distribution.

In a notice issued on April 7, KICD confirmed that the initial rollout of Grade 10 learning materials has already been completed. However, the institute acknowledged significant inconsistencies in the distribution, with some schools reporting surplus books while others are still facing shortages.

KICD attributed the imbalance to earlier data provided by the Ministry of Education (MoE), noting that it did not accurately capture the actual number of learners and their subject selections at the school level.

To address the gaps, principals have now been instructed to provide updated and detailed information, including the number of students enrolled in each subject and the quantity of textbooks received during the first phase.

The institute said the data will guide the next round of distribution, which aims to fully implement the government’s one-to-one textbook policy, ensuring that every learner has access to a book for each subject they study.

“This will inform the second phase of distribution of Grade 10 textbooks to ensure that all learners have received textbooks in all subjects on a one-to-one ratio as per government policy,” the notice stated.

KICD further explained that the need for precise data has become more critical under the Competency-Based Curriculum (CBC), where students select different subject combinations. This variation, it noted, makes accurate subject-by-subject allocation essential to achieving fairness and efficiency in the distribution process.

The move is expected to streamline textbook supply across schools and ensure that no learner is left behind as the CBC system continues to roll out at the senior school level.
