Treasury to Release Sh23 Billion for School Capitation, HELB

The National Treasury will tomorrow, Tuesday, August 26, disburse Sh23 billion to schools across the country to support capitation, Treasury Cabinet Secretary John Mbadi has announced.

The release is expected to ease financial pressure on learning institutions and avert disruptions that were looming due to delayed funding. In addition, the Higher Education Loans Board (HELB) will also receive a fresh injection of funds as directed by President William Ruto.

Speaking on Monday during the launch of the 2026/27 financial year and Medium-Term Budget preparation at the Kenyatta International Convention Centre (KICC), Mbadi admitted that capitation had been underfunded for years, creating persistent challenges in the education sector.

“We have not been giving money for capitation for the last seven years. I have no apologies to make. But after consultations with the education ministry under the instruction of the president, we have identified the gap and resolved to act,” Mbadi said.

The CS disclosed that of the funds being released, Sh17 billion will go directly to schools, Sh5.9 billion will cover examination costs, and additional amounts will be channeled to HELB to support students in higher learning institutions.

He further emphasized that the government is working to mobilize more resources in the coming financial years to strengthen education funding and ensure every child can access learning without disruption.
